PUBLIC SAFETY + COMMUNITY TRUST

SAFER COMMUNITIES. STRONGER RELATIONSHIPS.

Public safety isn't just about how we respond when something goes wrong.

It's whether we're sending the right people to the right problems, whether officers have the preparation and capacity to do their jobs well, and whether residents trust the people responsible for protecting them.

Madison does not have one relationship with police.

Many residents trust police. In some communities, that trust is deeply damaged.

We need a public-safety system that works well in both places—and a better way forward where it doesn't.

THE PLAN

  • Send the right help.
Not every call needs the same response. Use police when police are needed, CARES when mental-health support is the better response, and other resources when they can solve the problem better.

  • Practice the skills that matter.
De-escalation, communication and staying in control under pressure take practice. Give officers regular opportunities to practice the skills they need when situations get difficult.

  • Go where trust is broken.
Don't wait for people who distrust police to come to a meeting. Go into those communities. Listen to residents. Listen to officers. Find out what happened and what needs to change.

  • Help people resolve conflict.
When trust is broken, sometimes police and residents need someone who isn't on either side to help them talk through what happened and what comes next.

  • Stop solving the same problem over and over.
When the same people, places or problems keep bringing police and emergency services back, ask why. Find the underlying problem and work to keep it from happening again.

  • Know what's working.
Don't measure success by how many meetings we held, calls we answered or programs we created. Measure whether the problem actually got better.

THE OUTCOME

The right response for the problem. Officers prepared and supported to do their jobs well. Fewer problems repeating. And stronger relationships between police and the communities where trust has been hardest to build.
